    Well, she should make a complaint really. To her local PCT probably; a Citizen's Advice bureau will be able to help. Or failing that she could involve her MP. Clearly five months is far too long to wait to have a wheelchair repaired.

    From a utilitarian perspective, it adds up. 50% of the crime cost of heroin and cocaine (£8bn or so) comes from 50,000 HHCUs or High Harm Causing Users. Anything that costs less than 80k a year that might sort them out is worth a go. Imprisonment is more expensive than this treatment.
