    Well first of all, the cost of the apparel required by many professional athletes is considered prohibitive to Joe Runner. On top of this, years of training at the runners equivalent of the Velodrome, commonly referred to as a Walking Hall, resulted in exorbitant invoices being sent out to the homes of Walkers that were often very difficult to follow up and enforce.

    Scottish ministers suggested utilising a similar system to the RFID chip being implanted into Walkers and Runners but after several years of research conducted at the University of Dundee, the financial burden of this theory was deemed as significantly greater than any benefits that may have arisen as a result.

    Disillusioned by the state of the Walking and Running system in the EU, the radical French Walker David Belle mooted the idea of an autonomous association of walkers and runners that were united voluntarily to meet their common needs through a jointly-owned and democratically-controlled enterprise.

    A BBC Promo featuring Belle was met with rapture from those who felt embittered about the lack of affordable walking and running schemes on the continent and who felt that this new "free" running which required fewer clothes than normal and none of the usual access to training facilities might present sustainable alternative to the current government subsidised system.

    Threatened by this new voice, official bodies quickly moved to silence David Belle and replaced him with the less-radical French Walker Sebastian Foucan. Foucan was allowed to perform this new "free" running in various public domains including the much publicised 007 film, Casino Royale, but unlike Belle he was never permitted to be seen achieving lasting success. This close monitoring and censorship by various governments and pro-"expensive" running lobbyists eventually took its toll on Foucan who in 2008 tried very unsuccessfully to "free" run across the English Channel.
