what do you mean specifically by it is too short? does it come above the top of the headset at all? can you not get the lock nut on?
you could try and get a headset with a lower stack height if it is only just too short but it is probably not worth it, so you might as well use a different fork.

no, it doesnt even clear the headtube itself with the bottom campy cup on! it came from my rossin which has a slight slope = small headtube!
some guy at a bike shop told me that since it's a road bike and will not be put through 'pain', I could possibly cut the steer tube below the thread and weld a threaded tube big enough to clear the headset...I heard about doing it on 1"1/8 steer tubes, but I'm not sure about 1"

really? i would have thought it would be asking for a trip to the dentist.
I bought a crappy frame to build singlespeed and wanted to use a cool chrome fork I have 'in stock' but, its steer tube is too short for the frame's headtube! is there any solution?
it's 1" threaded btw
