It looks like a bearing race to me mate. Any bike shop will have them if you show it to them :)

are there bearings in the crown race are they easy to fit or do i need a special tool?

No bearings in the crown race and you can install one with a pipe (or long seatpost) and a hammer. There are some threads on installation techniques on the forum.

The bearings are in the headset and they 'run' over this race. You can do it without special tools (gentle tapping them off and a new one on with screwdriver and hammer) but I would take it to an LBS. At least you get the right one and you can probably see what is involved in their refitting.

so i take it as i am respraying the bike it would be best to do the forks before fitting the crown race?

You should mask the entire steerer (crown race up to threads/top) off anyway. It's covered by the head tube so you can't see it.

Where can i get a new chrome ring like this one on the steerer, and what are they called?
