It's not complicated! Bit of bar tape with electrical tape either side. What more are you seeking?

I made mine with a bit of an inner tube. Works wonders. You only need it if you have no tape on your bars or are running cloth tape. Or if you just want it for aesthetic reasons.

i dented my top tube and bars were taped with some nice thick tape

Here's a radical thought, look at the Kashimax TT protector and see how it is made (a strip of metal coated in rubber), then reconstruct.
If I were to do this I would;
Cut one or two strips out of a can (a soup can or similar as it's thicker than a coke can).
Put electrical tape on the frame to protect it from the metal strips and secure the strips with more electrical tape.
Then for aesthetics cover with any excess bar tape like in the picture the OP posted.
It may look bulky but your TT probably won't get dented.

hah, unless chipping the paint is a sure way of destroying your bike, I couldn't care less;
I wonder how it'll look after a year.

well it is a request, we have some pretty creative members on this forum and i was interested in what other peoples solution to this was, it wasn't just about stopping paint chipping, two of my bikes have dents in the top tube from crash smacks, traumatic handlebar/top tube interface.

I used a leather velo orange sew on bar grip on my top tube, was a bit small at first (tube was to big in diameter), after soaking it in water and stretching round a pole i managed to get it big enough to go round the top tube then it was sewn on,

That's my bike in the OP... anyway, it's just as it looks, spare bar tape + electrical tape, job done.

i cut a strip of inner tube and wrapped it tightly around my TT and then comvered it in a layer of gaffa tape

I was thinking about this a a good cheap option could be the clear tubing that is used in Aquarium's.
It's nice and thick and is probably available in a wide enough diameter. An inch of tube single cut length ways would allow it to be stretched over the toptube, plus being clear it's quite subtle. -

good point that, not only it would work effectively like those expensive NJS/MOT version, but also being clear won't be visible enough for everyone.
kashimax seem a bit expensive, but i have seen a few diy ones on the forum, so maybe some close up pictures of members solutions would be very helpful ! thought this one was simple and good:
