the guy who threw him in to the barriers is now in a world of trouble.
edit)
wtf, the Impey has been left with practically a broken back, and the guy got nothing... not even a warning.

what an absurd decision.

Thats terrible

What?! This is insane. If it was deliberate (which it looks like, although who can say for certain) then that's disgraceful.

whatever bos says on his blog, it doesn't look anything like his version of events at all.

Although, to be fair, it seems crazy that he would take such a risk. An accident is probably the most logical explanation.

he's either hanging out for that alternative camera angle or he's already been told there's no other footage and he's keeping his fingers crossed....

first impression to me was that he grabbed and flung him.
second impression after watching the clip and just playing it over and over again (with the volume muted) is that he is/was clearly boxed in , about to run out of road and about to hit the barriers unless he attempted to push forward the nearest rider to him. he then hit the barrier and as a natural reaction tried to grab hold of the nearest thing to him which was the rider he was attempting to push forward and combining the impact of the barrier and the holding of the jersey this gives the illusion of throwing. it seems insane to think that he would throw somebody or an obstacle into his own path, no?
think of when you might have accidentally fallen if there were people around you a survival thing inside you tells you to grab on to them. its very hard to fall around people and not try to grab on to one of them. there is something in us that makes us want to survive.
that said;
i will now read his version of events or another version of events that is mentioned above.
i just wanted to share my initial impressions that are not tainted by the version of the rider in question -

looking at it again, does look like an accident, if it were on purpose, he'd have pushed him out of the way, not pull him in his path (hasn't notice the barrier until it was mentioned).
