What a dunce. Too stupid to be real. Looks like Moving Target has got a troll. It reads like one of those letters readers have supposedly sent in to the London Paper/Lite. I say supposedly because I bet the whole forum one million lira (each) that those letters are in fact written by the paper's student interns, designed to beautifully arouse contrasting emotions amongst the paper's readers.

I went to a council/pushbikes cycling meeting during winter.
Someone brought up the debate (very seriously, and expectantly) that the speed limit in the city should be lowered to 20mph, that it was silly and dangerous for cars to want to go any faster, that we should phase them out etc..
Everyone chin stroked in contemplation/respecting her point totally, I was desperate to drop the 'you stupid bitch, how fast do you think a bike goes downhill?' but luckily a woman stepped in and argued with her about having to drive a car to driver her disabled kid around.
You would think this wouldve shut the first woman up, but nooo! She starts yelling and calling the 2nd woman a selfish driver/destroying the planet etc..

Looks like a troll to me as well.
My favourite response has got to be:
Traffic is teh sex. It makes you feel like you're going faster.
Completely agree. When I go home to Basingstoke and ride about I feel way slower. I like to feel fast.
... I was desperate to drop the 'you stupid bitch, how fast do you think a bike goes downhill?'...
lol...

Speed limits don't apply to pedal cycles, so you don't have anything to worry about.
20mph is a very good idea.

They do in Richmond Park.

I shouldn't have said 'speed limits' so sweepingly without stating what I mean--I mean speed limits as under the Road Traffic Regulation Act 1984:
http://www.dft.gov.uk/pgr/roadsafety/speedmanagement/speedlimits
Speed in Richmond Park is probably governed by park bye-laws instead, I would assume?

Royal parks have an entirely different set of laws, and the speed limits do apply. Additionally in a royal park you have to do anything reasonably asked of you by a police officer or park official.

bye-bye in-laws

by-laws
Both spellings are possible, although 'by-laws' is the more common.
