What should I do?

i got this paganini (made by cinelli) for 50 quid,
full bike, mavic open a full wheels, suntour brakes and levers, dura ace gear groupset except with camapagnolo front derailer, dura ace cranks, cinelli bars,

should i restore it or remove the brase ones and put a fix wheel on it,

paganni are one of the better frame makers

if you do want to " fix it up " i would avoid cutting anything integral off it
future generations would like to see the frame in all it's glory

An uninformed seller or stolen then I guess.

Even I with my lack of affinity for vintage bikes would suggest you restore this to its former glory. It would seem a shame to do a conversion job on it.

the nicest thing you could do with that would be to put an old campy groupset on it. if you do 'fix it up' (cringe), you might later regret removing the braze-on bits and pieces.
