Those tyres won't fit a 700c rim. Tyre size makes much more sense when you look at the ETRTO measurement...this is a much more literal measurement in mm.
700c is 622, whereas 28 x 1 1/2 is 635...way too big, i'm afraid.
You should be able to run 35c tyres, as long as the rims are hooked, otherwise the tyre will most likely pop off over 60psi.

Are these rims ok for the 35c:
Rims: Alex DM18 - silver - alloy - 700c - ANOD. W/CNC sidewall - 32HI'm now wondering if the 35c's will clear the brakes?

The '18' in DM18 probably suggests that the rim is 18mm wide, meaning that specifically you'd want to run road tyres on it, although you would be able to run a higher volume tyre such as a 35c...just be careful that the tyre bead seats properly when fitting, plus you wouldn't want to put any more than say 70-80psi in there IMO.
As for clearing the brakes, if you're running standard drop caliper brakes, then you might run into trouble?! If the frame and/or fork are fairly close clearence then i'd suspect they won't fit.
What sort of bike is it? And why the need for such big tyres? Is it to do with aesthetics, or for comfort? You could possibly come to a compromise of a 28c tyre; usually the biggest i'd recommend on road rims...still fairly forgiving, but no where near as much drag as a 35c.

You can get 700x25c, 700x28c, 700x32c and so on.. how wide do you want them?

It's for aesthetics, (the fucking shame of it) I wanna put some white tyre on the rims, it's to fit on a standard charge plug (the fucking shame of it), I wanted to do it in time for the tweed run (the fucking shame of it). Although the I've had two puntures in as many days thanks to the razor like sections of flint the gritters have been throwing all ove the road, I suspect any tyre I put on there will be better than what came OTP.
I can find c23s but they would be too small for my rims, just wondering what the 35s would be like if they and if they fitted, how much speed would I be sacrificing, (I'm not that precious about my speed -just pedal harder innit?)

Ok, I'm assuming the 700x35cs are not perfect but would fit the rims. I'm also pretty sure they would clear the frame, but does anyone have a scoobie whether or not my brakes are too small for 35cs I've googled them plenty but not come up with a spec/list of compatible tyres, brakes are:

Can I get these "28 x 1 1/2" (http://www.spacycles.co.uk/products.php?plid=m2b6s142p1330 ) on to my wheel which was built to take a 700x 28 tyre?
If the 28 x 1 1/2 doesn't work, would the 700 x 35 be too big for my rims?
