If the wheels are stock size on a plug you would be fine going a lot smaller i.e. 25 or 23c no problem.

I would have thought so.
Put it this way, if you were Charge, would you choose stock rims that would restrict the buyers of your product from using probably the most commonly available tyre size (for racing type bikes)? -

I've run 700 x 23c on the stock rims no problems :)

You can put any tyre on any rim with enough gaffer tape and a claw hammer.

Yes. My front wheel is from a plug and I'm running a 25. It's fine. I didn't go for a 23 for the same reason you're wavering...
I've done all the usual searching, Sheldon etc but can't seem to find a conclusive answer to this one -
I'm currently riding a more or less stock plug, complete with those nasty alexrims (with 700 x 28c tyres). I'm looking to upgrade the wheels when I work out how to grow money on trees and so I've been looking in to how I can do this over a period of time rather than buying a complete wheelset.
I'm a little confused about tyre sizes - like I say the Plug comes with 700 x 28s, but I'd quite like to take that down a size. From what I could gather on Sheldon's site it is possible to run narrower tyres but not necessarily advisable, is that right?
The rim width is 18mm so I lie uncomfortably in the middle.
If I can't size them down does anyone have any recommendations for more suitable tyres?
