go to a local car boot sale + pick up an old racing bike for a £10-15. you will need a few quid extra to convert it to a fixie.
this is the absolute cheapest way!

You can have this for postage only to get you started if you want it ? Might be a little too big but you ride quite a big mountain bike for your height so you might like it.
Postage is going to be £10-£12 though ? and I'm away at the moment so can't post it until next week.

Or simply go around asking relative if they have any old road bike in their shed, who know you might find some gems.

£20-40 is just a bit ambitious, it would cost £30-50 just to get a cheap fixed rear hub and get it laced it to an existing wheel in a shop, that is if you bought/found a cheap road bike.
I would say find the old road bike, find a rear (2nd hand/cheap) track wheel for sale = cheapest plausible option. no?
bike £20-40 (or free from a relative etc) + rear wheel £30-60 if your patient on t' Bay.
...that is unless you can build your own wheel.
It never work like this though, I'm always like 'maybe I'll just replace the cranks too, and maybe the seat, and maybe the...' etc etc... but that's me

I have a bike, but i want £700 for it.
I'll give you an aeronope for £40. It's an aerospoke with the word 'nope' carved into each spoke. Unfortunately the modification renders the wheel totally useless.

After a Cheap First Fixie, can spend 20-40, wud need postage thought beacuse i live in sussex.
