if you're paying £250, in that case it be easier to find a beater with gear, and then built the wheel up with Mavic Open Pro and System X/Formula fixed/fixed hubs for less than £100, and a crankset for about the same price.
beater - £50ish to £100.
rear wheel - £75 to £100
crank - nowt to £100. -

One track bike for sale:
Size seat-tube 60cm c-t and **** is 56.5cm as it is more track geometry. I'm 6"1.5" and the top tube is a little too short for me.
The gear is set up as a 65" so is good for road use, but I can put a smaller track sprocket on there if you want to use it for racing. Basic spec is a Falcon track frame so no rack or mudguard braze-ons, Mallard bolt-on track wheel set 36 hole; re-greased and running smooth, barely used chain ring, new sprocket and will have a new 1 1/8 chain. The hub spacing the hub from the original is different so it will have a brand new standard square taper bb put in.
ITM stem and Falcon polished bars.
Overall a nice solid bike, not too flash but functioning and runs smooth. Offers around £100 plus post.
Email me if you're interested, and I'll send you some more info and pics.
Regards, Robnot a track frame, but still seems decent value. was interested but decided to spend my money on a camera.

oh I know, I meant that if you're having a hard time finding a complete one, it won't be much to built a semi-complete bike up by getting a normal road bike, rear wheel built and maybe new crankset.
