Why not just go smaller on the front? a lot easier me thinks.
Standard mtb granny rings are 22 (front!) that paired up with your normal street rear cog should make a nice ratio.

my problem is that I need to keep a road ratio on the other side, so Ideally I'd keep my 44X15 on one side, and switch to 44X23 or 25 or 27 for polo

wont you have to lengthen/shorten the chain each time?

I do, but that's fine, got 2 chains for that already

I've never had to change a rear cog before, what tools will I need? Does anyone have any links to decent tutorials?

lockring and chain whip
I heard of 27t cogs, but anything bigger than 22 would make me a happy Polo player.
