don't do it!!!!! i did it once it scraped of in like 3 days then looked like rubbish until i stuck it on the polo bike a and yorgo destroid it thank god.

If you can be bothered you can get a perfect finish . . .
Assuming you are going for a colour (ie: not black or white)
Get all the rubbish off them - stickers (with lighter fluid) dirt and general crap - give them a good wash - make sure they are dry.
Sand the rim down all over with a medium grit sand paper (240-400) this is to give the primer a mechanical grip to stick to.
Wipe off all the dust from sanding with a damp cloth - make sure the rim is dry.
Hit the rim with a couple of light coats of primer (keep the can 6-8 inches or so away from the rim and keep it moving) - leave 10 - 15 minutes between each one.
Sand down the primer very lightly with a fine grit sand paper to get it smooth - this should take no effort at all - don't give it any strength, almost just a light rubbing to make it smooth.
Lay down a light white base coat - don't aim to make the rim white in one go !! Light - light - light - not quite a dusting - but certainly don't go heavy - somewhere in between.
Give it 10 minutes (depending on temperature/paint and so on) then a very light rub down with fine grit sand paper.
Repeat the white paint - sand - routine until the rim is nice and white. Let this now dry over night.
Lay down your colour using the same light coat - 10 minute dry - sand routine also - until it looks nice and saturated (3 or 4 coats).
You can then do the same (light coat - dry - sand) a few times with clearcoat if you want a tougher/longer lasting finish.
Let the whole thing dry for - at least - a few days, preferable a couple of weeks.
Or you can also do a half decent job in one go - clean - sand - primer - colour - go to the pub.

i am thinking of spray painting my rims. would be nice to get them powder coated but would cost a fortune as it is a one off job.
if i were to spray paint, is car paint the best stuff to use or will metallic paint do? perhaps the compound in car paint is better so it will bind better and have more adhesive? do i need to apply a base coat?
any suggestions welcome. has anyone tried and tested either of the methods above?

First clean the rim (get all the stickers off - clean up the glue with lighter fluid) - give it a good wash with hot soapy water - rinse - dry.
Sand the rim all over (something like 400 grit paper) to give it a good even 'key' for the primer to (mechanically) grip.
Use 2 or 3 very light primer coats, never try and 'coat' or cover the rim as you spray, just slowly build up a good even light primer undercoat. Put 10-15 minutes between primer coats.
Keep the rattle moving and keep it at least a foot away.
Give it an hour or so to dry (depending on what you are using and how lightly you have applied it)
Get some fine sand paper (something like 800 grit upwards) and smooth out the primer, you are not aiming to remove paint so go very lightly.
Depending on your final colour you might want to sling a white undercoat between the primer and colour coat - on my pink rim I knew the final colour was fluorescent so gave it a good white base so it would actually fluoresce.
If you do lay down a white base coat, again do very light layers with 10-15 minutes in between and when all the layers are on and dry give them a very light rub down with a fine sandpaper.
I usually let this stage dry over night before applying the colour.
Apply the colour as above, light layers, 10-15 minute gap - let it dry - lightly rub it flat and smooth.
Give this a while to dry (look on the can) and then hit it with a few coats of clearcoat as above (no need to sand the clear coat down).
Leave the whole thing to dry for at least a week (ignore the "dry in 24 hours" claim on the can, any can) - to get my rim to be pretty solid / robust I let it dry for almost 3 weeks.
You will end up with a rim than you can abuse, drop, knock and so on (within reason) without it chipping.
Alternatively - if this is all too much, clean, sand, primer, colour, leave to dry for a day or so = should give you a half decent job.
Autospray will work well, acrylic is good, get the primer/colour and clearcoat from the same manufacturer/range.

I painted the rims for this bike. I used Plasticote Aluminium Undercoat, under Plasticote Satin Black. I didn't clearcoat them because I'm not too bothered.
6 months later the only scratch is where i've hung the bike on trains. Gloss would be harder wearing.

Most people here on ldnfgss use Armourtex, they are in Hackney, pretty quick turn around, usually 24 hours if they are not busy (no need for long dry times with powdercoating).
They charge £40 per colour, so if you stick to one colour - two rims and a brake and a set of cranks will cost the same as just a single rim.

I think I'm going to re-spray one of my rims myself. Was going to clean, undercoat, top coat, anyone got a better way?
