I would contact Evans and ask first if they are made to be serviced.
They are a copy of Campy Stradas and I think they can be opened up.
So, If you are able to remove the dust cap from the top of the axle,you should find a nut, (usually 11mm spanner will fit). either place the crank side end of the pedal axle in a vice or hold it with a 15mm spanner whilst you remove nut, revealing a washer/plate. Carefully ease up the plate along its groove on the axle.
You will then find a cone, you can tighten the tension on the bearings by adjusting this cone.
I personally would not over tighten.

u will prob need a socket set
can you only tighten the bearings on certain types of pedals? I've got some MKS sylvan that i'd like to tighten the bearings on a bit if it can be done, but don't know how.
