Its a French made MBK Mistral, from what I read the company used to be Motobecane but renamed to be down with the kids.

its a Navigator Pista wheel set got them for £130 Navigator Pista wheels

realise this thread is old but I have just got hold of a mistral frame myself for restore. Problem is there is no seatpost, anyone know what the correct diameter should be??

find some calipers to borrow, if its anything like other mass produced bikes it depend on what the makers could get for cheapest that day.

go to maplin and purchase som digital verniers, best bike tool i have, well one if them
Ive went and bought another bike!! well being at my mums for xmas with nothing to do but drink tennents and eat i decided to take a look in the local rag and see what was on offer...
And scanning the bold text my little eyes pick out "gents road bike" £60 ..magic!
So after a few days of stripping, cleaning, new chain and putting a decent wheel set on heres what I now have for my ride when im in Scotland :D
