i'd buy that for under £100 then just get some of these:

it's an old bike, the spacing and BB height will be (adversely) affected by using 700c.
I personally wouldn't choose it for a road fixed.

it all depends on what kind of parts you want......

Just good solid parts nothing flashy but as cheap as poss while maintaining quality (dont want to live up to the saying of by shite by twice)
