The bus would be a big clue to the presence of pedestrians.
A question that used to be asked a lot on British driving tests was: "Would you give a pedestrian the right of way on a motorway?"
The answer is yes. You must give a pedestrian the right of way under any circumstances, regardless of the fact that they are prohibited from being on motorways.
