I wonder if it could almost be like private notes tagged to each post, so there could be a dialogue with mods, and also more prosaically so that you don't end up sending multiple notifications because you forgot something?

At the moment, email one of us and we'll talk to the site admins.
But how it will be done, is that every comment and bit of content will be reportable.
Reports will instantly notify an admin/moderator.
Failure of the admin/moderator to do anything will result in some types of report being handled automatically (spam removed).
Some types of report, if compounded by many similar reports, will be handled automatically.
What this means is that material will be withdrawn from the sites and put into a moderation queue... and unless later approved will not re-appear on the site.
For some type of report, the content will remain visible for a while. For some other types (and if compounded by multiple reports), the content will be instantly removed.
We aren't providing a discussion tool around it, but one could always just message the person who made a report. Bear in mind that isn't always possible, it's realistic that a copyright report will be made by someone who isn't even a member of the site.
