i could well be wrong but he looks like one of the group who do sclater street on sundays
also try contacting the bike theft task force ( i'll find a link ) they may have a record of him or even recognise him
go into the police station on brick lane where some of them are based and speak to someone it's theuir manor where the attmpted selling of stolen goods happened they might take more interest .
