Eliot Bank is poo, not so much on account of its gradient, more so because of its surface - or lack thereof.
A vehicle which lays its own tracks would be well suited to that one.
Fox Hill is the cheekiest of inclines at 20%.
Canonbie is around 17% or 18% and has the added bonus of awesome views.
