Yes, but in here they don't get killed if they don't find a lovely owner, I think. Plus, the shelters, in here, are gorgeous compared to other countries.

But I still don't get if it's the owner(efficient or gorgeous as he could be) or the dog that change his status.

Some do and some don't, depends. Legally I read they can be put to sleep or rehomed after 7 days.
