Peoples eyesight are naturally attracted to movement and so flashing lights attract the eye making you more noticeble. Best thing is to have two lights (2 front/2 rear) one flashing and one steady.
I am genuinely surprised that anyone on here would not have x2 front and rear lights. Especially cycling in London.
(unless you're just out on a daytime ride and carrying a set in case you get caught in the dark)
FWIW and I don't know the study, you should ideally have x3 front and rear, according to a lawyer I spoke to who had been knocked off a bike and subsequently read up on the subject.
