It's not a new frame =)
I bought the frame in France to a bicycle shop, a great opportunity. The paint had been redone (531 reemaillage) but without the sticker. I was sure that it was a Gilles Berthoud. I phoned him, he asked me photos and he said " yes I have make the frame, I give you new stickers "!
I chose some old bike parts in good condition (wheels, front and rear derailleur, pedal). Then, I chose new parts for seat post, stem, handlebars, bell. I think it's why you said it's a new frame.
