Yes, you're allowed to use a front disc in UCI road time trials. Not that particular disc, it was banned, but a normal width flat or lenticular disc is still permitted, but very rarely seen.

I know last page but if you're talking angular track frames, even if aesthetics over performance I'd take this:

Yep, got to ride one of them last night at the Velodrome Suisse in Grenchen - all the hire bikes are TR02s. They gave me a large, when I think a medium would have fitted better, and they're rather low geared as they're used for induction sessions. So compared to the Dolan it felt like a bit of an ungeared bus. Looks good though - Dura Ace all round, and a nice understated frame. I'd rather have my Pre Cursa though.
