That's just masking tape - I have quite a few frames and write the basic tube dimensions on masking tape for easy reference. I try to buy bikes in my size but I've learned that many people are not very good at measuring :-)
For anyone still interested in this frame, note it's in W Berks (about an hour by train from Paddington) and can be collected or I can meet a confirmed buyer at Paddington.
However, I'm only into London once a week or so and that's on my mid-week schedule. The cost of train travel and the hassle of dragging the frame around precludes any window-shopping or tyre-kicking - happy to send extra photos.
501 main tubes, decent fork, both brakes, FD, indexed shifter, decent headset, nice metal headbadge, VG original condition...
