1) Just make all off ball body and bike contact illegal (apart from incidental). It's a good rule if...
2) Add a crease. Stacking already happens and will be a 'protected' tactic with no off ball contact. So it needs to be addressed.
Edit: Stacking/turtle/double d is more prevelent in Europe than NA and I for one want to see and end to it.
