Looks like someone's just squeezed some small CX tyres on an NJS frame, my guess with a big file.
Although stratos do make some weird stuff so maybe they made a NJSesque frame with huge clearances

I just showed my dad the colour I chose (ral1026) for my bike, if it was repairable, he said don't be a ponce leave it and get some lacquer on it...you'll only scratch it and cry

yep, its got the front end shimmed. If i remember correctly, its got 32mm at front and a 35 or 33 at the back. got no more picture of the winter set up, it was piled under other bikes.
