if he wants to prototype it on wood, fablab has all he needs
shopbot for big stuff, a milling machine for small stuff, and a laser cutter
and it's all free
if it's metal, i remember hacman had a lathe, but he'd need training and i'm not sure about the state of it
these are the cheap options

but i've not cnc'd any metals in manchester so i'm not sure how much they'd end up costing
but quotes were in the £50-80 when i was asking around a few years ago (take that with a grain of salt, can't remember who i asked)
