generally speaking you have to remove any old epoxy from the inside of the tube and the lug, then degrease it with acetone, spread the new epoxy evenly on the lug and the inside of the tube with a wooden popsicle stick, clamp it down and wipe off any excess adhesive. I Imagine you will have a hard time removing the old epoxy since you can't get a good access to the joint, but i'd try to remove as much old adhesive as possible. For what it's worth I used 3m DP490, you are supposed to use about 15-20ml on one joint.
