He may just be very slack. Without wishing to stereotype, Italian business culture isn't always the most urgent, and I speak from first-hand experience (not with bikes or personal business, but in dealing with companies). This may or may not be the case here, and I'm not saying that it makes the time it has taken okay. Just saying that it may not be a deliberate attempt to rip you off.
