I would say 48h is your best bet. I have shot through 36h 26" wheels so stay away from 32.
That said, it could have been the wheel was badly maintained and maintenance is key no matter what number of spokes you have.
I have been running 48h 3x 700c wheels for slightly over 2 years now, only ever broken 2 spokes on the rear, none on the front which has a disc and I only have to give them a good truing every month or so.
