Thank you all for the feedback, it's a BLB (please, no sniggering) steel track frame that I would like to find a new home for once I've sorted this jammed seat post problem. I'm not asking for much money but something that will go towards the new frame I'd like to buy.......
I've tried the WD40 trick but as you can imagine there is very little space between the frame and the post. Someone suggested drilling two holes under the bb and pouring coke down the tube but I think I'm gonna go with trying the clamp in the vice method.
