Seems putting the seatpin in a bench vise, and wiggling the frame is probably a good start, but you need to Not Snap the Seat Post. Soaking the whole bonded area with wd40 might be enough. If people have no luck, I think the last resort is chop all the exposed seat off, then immerse all the seat cluster in caustic solution, which will dissolve the seat post remains. Also ruins the paint, but won't dissolve steel tubes or braze holding the cluster together. Naturally, not a good idea if the frame is also aluminium.
