Theoretically yes, but it would involve an axle change, and spacers, and the chain line would probably be shit, unless you dished the wheel really oddly. Also, if it's a decent bmx hub the axle will be too big for any track frame's dropouts.

There are frames made for 14mm axles, like the Def wish.

oh I forgot to mention this would be 26" fixed freestyle frame anyway the thing is I want to build up a fixed freestyle bike but I want to run it with bmx cassette hub, I like 26" fixed frames cause top tube is pretty high but i'm not into fixed gear riding so basically I want to build a big bmx bike

yeah i used to run 110 bmx cassettes in 135 mtb frames back when i used to dirtjump. loads of people did it. just get some 14mm washers and space the hub out on either side. chainline is usually fine if you are running bmx cranks too (bmx cranks + bmx hub = perfect chainline)
