There is probably more moneys worth of tools there than in most bikes.
Possibly a slight exaggeration unless your bike cost less than £350 new.
I probably had about £60 worth (guess) to start with and spent £300 (well I didn't actually spend all that myself as about a third were Christmas presents).
When you consider bikes may come and go but good tools should be for life I think it's worth investing if you can. I'm also aiming to do more maintenance and more myself - bike shop as last resort! - so hopefully in the long run they'll pay for themselves.
