Polishing a bumpy surface is a pain though. He's correct that the varnish/lacquer would be what you'd polish to give it a glossy/polished look but you'd want to get the OSB fairly flat before applying the finish.
You could put some gloss varnish (Ronseal Diamond Hard is good) straight on it and get a sort of polished look but I don't think it would look great.
Tldr: it's silly to try and make a cheap bumpy material flat and shiny (unless you value your time at approximately 20p/hour).
