Quite alot of work, but this is what I do:
Gently sand with 400 grit wet and dry to give a key. Or sand completely past white paint if you're careful/ can be arsed.
Prime with grey primer. Leave to dry. Re sand. (this is where you get the best finish you can/ can be arsed too).
Repeat prime/ sand.
Spray on top coat. Lots of light coats with 15 min intervals.
Spay on a final clear coats of lacquer 15 min intervals.
Leave to dry/ harden for 1 - 1.5 weeks before putting it anywhere near a bike if you can. -

It is a ball ache if you don't enjoy this sort of thing! Especially something as big as a Tri-spoke wheel.
You could just sand and top coat. Finish would be a bit shit and stones would chip the paint in no time.
If it was a seat post I might volunteer! :-)

I have bought a notorious 03 in white, front carbon tri spoke wheel:
