To get the view in the background, I'm thinking it might need to be on a hill somewhere?
The three main things are the hedge, the view and the pavement (probably in that order; if we really have to, we can make a fake pavement). -

There's some nice views, decent hedges complete with lamposts and bins at the top of Canonbie Road SE23

Its a bit lacking in views but for some awesome hedge action you have to look on google streetview at the cat hedge on the corner of Balfour Road, here:
I don't know if they are still cats, I went past it a few weeks ago and remember they are still sculpted, but can't for the life of me remember what of.

Springfield park, hackney, has hedges (with benches in) with either a view over the lee valley or back to the park (Will check if there are telegraph poles)

Can't work out how to share google map images, but how about the view from just outside the Roebuck, by richmond park. A slightly messy hedge, and nice long view of the thames.

Ditto. I was going to suggest the views from The Promenade and Dan Mason Drive which are separated in middle by railway line.
