I think if a foreign team came in with a lower offer that would have preference over United.
It doesn't say much that Chelsea would even consider this move, having said they wouldn't agree to deals, strengthening their rivals.
Loan players at Everton and Liverpool and possibly selling a player to United. Spurs should get in there!
