That's what I thought. The rider position with these angles is totally different from a conventional road bike or even a touring bike, which makes it really difficult to determine for what size rider this would be appropriate for.
To achieve a 'standard' saddle fore-aft relative to pedals. You'd need to push your saddle 10cm forward relative to your usual position on a more standard 73 deg seat tube.
So either ride it like Testers pic shows (get a (UCI banned) high tail saddle), or forget it IMHO.
