I experienced this surprisingly commonplace dim-wittedness myself today whilst going down a hill in Brixton. I'm no Guy Martin but I wasn't going slowly.
A group of peds emerged from between some parked cars, looked up, saw me coming but carried on teetering across the road in their high-heels regardless.
I had the option of swerving to the right (risking cars behind ploughing in to me), diving to the left (and hugging a parked car), attempting a messy emergency stop, or warning them I wasn't stopping and hope they moved.
So I managed the latter but slowed right down. Even had a slightly odd bit of discourse with these death wish Dorises:
Me: Are you mental??!!
Woman 1: Who's mental?
Me: You're mental. Use a crossing!
Woman 2: You're mental!
All women: Raucous laughter and tongue clicking
Just realised this is a bit CSB and tl;dr, oops, sorry. :/
Anyway, I've always found it strange how many people laugh in the face of perceived threat/danger.
