LadyLiz uses this bag for up to 10k runs home from work, cheap and cheerful but it certainly works for her. Room for office clothes, water and usual handbag things. It doesn't have a waist strap but did come with a chest strap,which she has since removed as it wasn't compatible with her bust(fnar fnar). Apparently it doesn't bounce around in the slightest and isn't too sweaty.
Might be worth a look if you have a go outdoors nearby.
The only thing it lacks is a loop for a light for when she's on the bike but that took all of 5mins to sew on.
