Idea for a road frame from the 90'

By practical, do you mean mudguards and panniers? The Dawes Galaxy springs to mind.

I saw a courier earlier on a Dawes frame with panniers, there is clearly no shame in that. My Galaxy is a thing of beauty, lovingly assembled by woodbine-smoking Brummie craftspeople.

On the other hand if you want something ultra 90s I'd suggest starting with a pair of 90s Shamals and worrying about the other bits later
