Are you having a frame custom built? When you say steel, do you mean stainless or conventional?
I ask because because to run gear and brake cables internally will require at least 6 holes in the frame. This could cause structural weakness and let water into the tubes, thus precipitating corrosion.
This can be mitigated by running the cables in internal pipes, as mentioned above, but will add significantly to the cost.
I guess your frame builder will be the best person to advise on this.
