Ingria is produced in my city, St. Petersburg, and I have seen many of them here.
All I can say it's realy young frame maker and of cource they have some "youth problems", but still so far I havn't seen any broken one.
I ride on track in winter and we have guy, 90+ killograms, riding Ingria very hard ;) still no problems!
I have seen prototype's, first commercial models and frame evolution to latest one's...
The weld's and construction you have on your frame are much more pretty than they were at the beginning.
You can check pictures you've posted at this thread at the time you ordered frame, and with closer look you will see "THE WELDING"!
Anyway, it's all up to you and the seller to make an agreement, but I suggest you to decide with cool head. Just give it a chance, and try it on the street ;)
