I have in the past biked along to my local petrol station and used the one they have. They aren't the ones you drive a car into and out the other side but more a little booth, whatever the minimum charge is should do most bikes and you won't have to faf about pumping it for weeks to get pressure like the one in your pic. If you went every week and it cost you £1 you might get the cost of a pump in a year but really you are looking at a couple of years(longer than the cheap pump lasts you?)
If you do try to buy one then try and test it before, often the portable ones are used for spraying plants, cleaning carpets and other things that just need a light spraying of something that dilutes in water, for a bike you really just want something to pump lots of water and displace the dirt.
