we only go as far as taking in parcels, and that's strictly between myself and the neighbours next door. Upstairs often get my posts and they throw them back by my front door regardless of weather, important letters got socked in rain. And I have had to order missing wheelie bins for them and next door the other side coz they can't be bothered and keep using mine, currently 7 people sharing my bin. Council don't give a monkeys.
