The rules say it isn't (rear wheel makes contact while it's in the air) but I agree, it's not at all dangerous.
I guess both teams knew they were likely to get to the finals and wanted to make an impression on each other. SO MANY checks and hacks. And Beavers seem to be able to score from anywhere.
