Fork might just be of a touring bike that would fit a 700c x ... wheel + mudguard. I have a 28x1 1/2 tire (700x35-38B) fitted in one without problems. Rear might be a little problem, but nothing that a whack on the side of the stays where it rubs won't fix.
I'll try remembering taking a photo tomorrow.
